In short, no. When it comes to acid stains, it’s important that they be applied to a porous surface so that the chemicals in the stain can interact with the lime in the concrete. This means that if the concrete currently has paint or sealer on it, the acid stain will be unable to penetrate the surface and deposit the desired color. In this scenario, you have the choice of removing the current paint or sealer or even laying a thin layer of new concrete on top of the surface.
